Can you please elaborate? Are you a system administrator not having this option? Do you want to create a role for a user including the options on this ribbon?
If you want to create a role, there is no menu item for "Time". It will show up once the individual menu items are included in the role. I do believe these options belong to the time and attendance features. Ensure that the related duties (or privileges) as assigned to the role.
If you are missing it as system administrator, check if the license configuration is enabled for this feature.
