In D365FO, is there any way to enable multiple country localized functions within 1 legal entity? For example, user can use both USA and Germany localized functions.

Most of the localization features are enabled or disabled depending on the Legal Entity's address country, so I'd say no. If you need to add functionality from a different localization you'll have to do it through development and extensions.
